Kings County Code Chapter 10, Article II makes it unlawful to keep flammable waste material on property in the unincorporated county in a way that creates a fire hazard to nearby property. Flammable waste includes dry grass, weeds, stubble, brush, wood, leaves, rubbish and litter, but not vegetation on grain, grazing or forest land. The county fire chief sends a 'Notice to Clean Premises' by mail and may also post it on the property. Owners have 15 days to appeal to the Board of Supervisors. If there is no appeal and the material is still there after 15 days, the fire chief can remove it. The owner is billed, and unpaid costs become a lien collected with property taxes. Each day of non-compliance is a separate violation.

Local rules and deadlines
Fire hazard clearing is governed by Chapter 10, Article II of the county code, Abatement of Weeds and Flammable Waste Materials. Owners must not let dry grass, weeds, brush, rubbish or other flammable waste build up where it threatens nearby property. Grain, grazing and forest land are excluded. When the fire chief finds a hazard, the owner receives a “Notice to Clean Premises” and has 15 days to clear it or appeal to the Board of Supervisors. After that the county can do the work. The cost is billed to the owner, and unpaid bills become a lien on the property tax roll. The article sets no fixed clearance width. In Very High zones, KCFD says 100 feet of defensible space is required around structures.

Frequently asked questions 5
Who enforces weed abatement in Kings County?
The Kings County Fire Department. County Code Chapter 10 gives the county fire chief the job of finding flammable waste and ordering it removed. KCFD's Fire Marshal (Prevention) handles code enforcement, including weed abatement, and issues citations.
What happens after I get a Notice to Clean Premises?
You have 15 days from the mailing date to clear the material or file a written appeal with the Clerk of the Board of Supervisors. If you do neither, the fire chief can have the material removed. You are then billed, and unpaid bills are added to your property tax as a lien. Each day the violation continues is a separate offense.
Does the ordinance apply to farmland?
The county's definition of flammable waste leaves out vegetation on grain, grazing or forest land. It covers dry grass, weeds, brush, rubbish, litter and similar material that threatens nearby property.
Is my property in a fire hazard severity zone?
Zoned land in the Local Responsibility Area is limited to parts of the unincorporated county and Avenal. The 2025 recommendations list no zoned Local Responsibility Area acreage in Hanford, Lemoore or Corcoran. Use the Fire Hazard Severity Zone viewer linked from KCFD's FHSZ page to check your parcel.
What changes if my home is in a zone?
KCFD's FHSZ page says homes in the Very High zone must keep 100 feet of defensible space. New construction in designated zones must meet Wildland-Urban Interface building codes, and sellers must disclose the zone when they sell (the AB 38 requirement).
