Defensible space rules
County Code Chapter 7.45 (Firebreak Maintenance, Ord. 1462) applies to buildings in State Responsibility Area hazard zones, excluding incorporated cities and fire districts with full-time paid staff. Owners must at all times: clear all flammable vegetation within 30 feet of each building (or to the property line); remove brush and flammable growth out to 100 feet; cut back any tree within 10 feet of a chimney or stovepipe outlet; keep overhanging trees free of dead wood; and keep roofs clear of leaves and needles. Grass under 18 inches beyond 30 feet may stay to control erosion. Complaints in volunteer fire districts are verified by the district, then county Code Enforcement starts abatement under the procedures in Chapter 7.36. Chapter 10.15 applies the same firebreak standards to new buildings before a building permit is finaled.

The Yuba Watershed Protection & Fire Safe Council's Residential Chipper Program provides up to 3 hours of chipping per property at no charge to Yuba County foothill residents (material up to 4 inches in diameter and 8 feet long). The program is temporarily suspended; the council says a refreshed program is coming in October 2026.

Defensible space rules in Yuba County

Fire hazard zones in Yuba County

Yuba County’s firebreak rules apply in the Fire Hazard Severity Zones of the State Responsibility Area, and the county’s fire-safe programs focus on the Yuba County foothills. CAL FIRE’s SRA hazard map has been in effect since April 1, 2024. The State Fire Marshal released separate Local Responsibility Area maps in 2025. Look up your parcel on CAL FIRE’s FHSZ viewer.

Local rules and deadlines

Yuba County puts the state’s defensible space rules into its own code. Chapter 7.45, Firebreak Maintenance, requires owners to clear all flammable vegetation within 30 feet of buildings and brush out to 100 feet, trim trees back from chimneys, and keep roofs clean. It does not cover incorporated cities or fire districts with full-time paid staff. In volunteer fire districts, the district confirms a complaint, then county Code Enforcement starts abatement. For new construction, Chapter 10.15 requires the same firebreak before a building permit is finaled. The state’s PRC 4291 also applies, and CAL FIRE’s Nevada-Yuba-Placer Unit is the state fire agency for the SRA.

Free chipping and fire-safe programs

The Yuba Watershed Protection & Fire Safe Council, which Yuba Water Agency has helped fund since 2014, runs foothill programs. These include a free Wildfire Mitigation Review, a Residential Chipper Program (up to 3 hours free per property), and a Defensible Space Cost-Share that reimburses up to 50% of eligible work, to a $2,000 maximum. The chipper and cost-share programs are paused, with a refreshed version announced for October 2026. Cost-share eligibility covers the Camptonville, Foothill, Dobbins Oregon House, Loma Rica Browns Valley, and Smartsville fire districts.

Frequently asked questions 4
Who enforces defensible space rules in Yuba County?

Under County Code Chapter 7.45, complaints about firebreak maintenance in volunteer fire districts go to that district for verification. Once a violation is confirmed, a county Code Enforcement Officer starts the abatement process. CAL FIRE's Nevada-Yuba-Placer Unit is the state fire agency for the county's State Responsibility Area.

How wide does my firebreak need to be?

Clear all flammable vegetation within 30 feet of each building, and remove brush and flammable growth out to 100 feet (or to the property line). Grass under 18 inches tall beyond 30 feet can be kept to hold soil. You also need to cut back tree limbs within 10 feet of a chimney and keep the roof free of leaves and needles.

What happens if I don't maintain my firebreak?

Chapter 7.45 sends violations through the county's property maintenance procedures in Chapter 7.36. Under state law (PRC 4291.1), a defensible space violation is also an infraction with a $100–$500 fine, and a third conviction within five years is a misdemeanor.

Is chipping free in Yuba County?

The Fire Safe Council's Residential Chipper Program offers up to 3 hours of chipping per property at no charge for foothill residents, but it is temporarily suspended. A refreshed program is announced for October 2026. The council also runs a free Wildfire Mitigation Review and a Defensible Space Cost-Share Program that reimburses up to 50% of eligible work (maximum $2,000); the cost-share is also paused until the relaunch.
