Los Angeles County has some of the largest Very High Fire Hazard Severity Zone (VHFHSZ) areas in the state, concentrated in the foothill communities along the San Gabriel and Santa Monica Mountains, including Altadena, the Pacific Palisades, Malibu, and the Santa Clarita Valley foothills. On March 24, 2025, CAL FIRE released updated Local Responsibility Area FHSZ maps for the county, the first revision in about a decade, and LA County Fire expects the update to push more parcels into Moderate, High, or Very High zones (lcf.ca.gov). The January 2025 Eaton and Palisades fires burned through parts of Altadena and the Pacific Palisades and are driving both rebuild activity and renewed attention to defensible space countywide. Brush clearance rules and deadlines
Outside the City of Los Angeles, LACoFD’s Defensible Space program (run jointly with the county’s Weed Hazard and Integrated Pest Management bureau) inspects parcels in Fire Hazard Severity Zones on a staggered annual schedule: desert communities starting April 1, inland communities May 1, and coastal communities June 1. Every declared hazardous property is billed a $151 inspection fee whether the owner clears it or the county does, and that fee arrives a year later: the 2026 fee lands on the 2027 property tax bill. Letting it slide is the expensive part. Violations still outstanding 30 days after the official inspection report draw a $500 administrative fine plus a $1,647 abatement enforcement assessment on the tax bill, and if the Agricultural Commissioner’s crew does the clearing, its own $59.07 inspection fee and the actual cost of the work are added on top (fire.lacounty.gov). Homeowners whose houses were destroyed or damaged more than 25% in the Bridge, Franklin, Palisades, or Eaton fires owe no 2026 inspection fees or assessments and are off the declaration list until they rebuild and reoccupy. Within the City of Los Angeles, LAFD runs its own Vegetation Management brush clearance program with a separate notification and appeal system through its FIMS portal — check which agency covers your address before assuming county rules apply.
Building and rebuild requirements
New construction, major remodels (50%+), and larger outbuildings in county Fire Hazard Severity Zones need an approved Fuel Modification Plan from LACoFD’s Forestry Division. Homes rebuilt after the Eaton and Palisades fires generally must meet the wildfire-resistant construction standards of CWUIC Part 7 (which replaced CBC Chapter 7A on January 1, 2026 — county materials may still use the older name) for roofing, siding, eaves, vents, and windows, even under LA County’s expedited like-for-like rebuild track (recovery.lacounty.gov).

If the Agricultural Commissioner's crew inspects or clears the parcel, a further $59.07 inspection fee plus the actual cost of clearing goes on the same tax bill as line item LA CO HAZABATE. This applies to both improved and unimproved parcels in Fire Hazard Severity Zones. Do I need a defensible-space inspection to sell my home in LA County?
Under state law AB-38, sellers of homes in High or Very High Fire Hazard Severity Zones must give buyers documentation of defensible-space compliance before closing escrow, or both parties can agree in writing that the buyer will obtain it within a year of closing. Since July 2025, sellers must also disclose whether the home has fire-resistant retrofits from the State Fire Marshal's Low-Cost Retrofit List. This is separate from LACoFD's annual brush clearance inspection.
Do the 2025 fire hazard map updates affect my property?

Are Eaton and Palisades fire rebuilds held to different building codes?
Rebuilds in Fire Hazard Severity Zones or Wildland-Urban Interface areas must meet the wildfire-resistant construction standards of the California Wildland-Urban Interface Code (CWUIC) Part 7 — the successor to CBC Chapter 7A as of January 1, 2026 — covering roofing, exterior walls, eaves, vents, and windows. LA County's expedited like-for-like rebuild process still requires these wildfire-resistant standards and current Title 24 compliance even for homes rebuilt at a similar footprint and height.
